GENERAL SUMMARY:    The Director of Grants is responsible for providing overall guidance/coordination of State, Federal, and private grants. Working together with the Chief Financial Officer, the Director of Grants is responsible for, among others, providing leadership in the planning, coordination and implementation of grants preparation processes; managing the granting processes; drafting and monitoring grants budgets; managing grants contracts/agreements; tracking results, analyzing financial data per grant; and ensuring prompt reporting and compliance to grant conditions. Responsible for promoting efficient delivery of services and overseeing Grants operations. Responsible for maintaining high standards of professionalism, efficiency, personal communication, discretion, and independent judgment.

ESSENTIAL DUTIES & RESPONSIBILITIES:

·       Ensures that each Grant program in the district is focused on high quality, standards-based teaching and learning for all eligible students.

·     Initiates program planning, research and development, implementation, administration and evaluates all grants and non-locally funded programs in the district.

·       Researches and recommends appropriate competitive and noncompetitive funding sources that best meet district goals and objectives.

·    Administers program planning and directs the collection of school-based data and for reporting and interpretation to determine needs assessments for proposal development.

·     Supervises all aspects of grant development and implementation to ensure equitable distribution of resources to all schools and meets with central office, school-based staff, and parents to assess student needs relevant to program and proposal development and implementation as designed.

·     Serves as a liaison to non-public schools relative to reimbursable programs and conducts regular meetings with non-public school principals.

·      Represents the school system at conferences and meetings with local, state and federal officials on all matters pertaining to grants and non-locally funded programs.

·      Assists in the preparation of all required financial reports relative to fiscal expenditures in personnel and non-personnel services, including district responses to all audits conducted by private accounting firms, local, state and federal agencies related to grants and non-locally funded programs.

·       Observes funded programs instructional components to ensure compliance with federal, state and local guidelines and regulations; makes recommendations to central office staff, principals, supervisors and pedagogical staff on the implementation of instructional program components of all non-locally funded programs.

·      Assists with grants proposals, funding requests, and expense reports while conducting cost-benefit analyses to ensure fiscally responsible practices throughout the District.

·       Provides support and expertise in matters involving grants related to the District’s financial planning and school-year planning.

·       Research and deploy technologies which contribute to the automating of processes and minimize manual intervention.

·       Prepares responses, correspondence, meeting materials, and other forms of communications for the Departments.

·       Identifies issues and solutions to assist staff, faculty, and the school’s leadership with questions regarding policies and procedures and/or directs the issues to management, or appropriate staff.

·       Works closely with anyone designated as a “Grants Manager” to ensure proper tracking and compliance for the expenditure of funds.

·       Undertakes special assignments or projects on a wide variety of responsibilities as assigned by the C.F.O.

KNOWLEDGE, SKILLS & ABILITIES:

·      Significant and relevant knowledge of Grants practices, business finance, budgeting, data compilation and analysis, auditing, and record maintenance.

·       Must have working knowledge of Title Grants rules.

·    Strong analytical skills that support forecasting and cost-benefit analysis, through the knowledge of finance principles and rules and regulations related to education grants practices.

·       Ability to apply project management principles to new and ongoing projects in order to deliver results which are in line with the District’s goals and within the time and budget limits.

·       Must have the ability to observe and maintain a high degree of confidentiality and professionalism.

·       Must be proficient, detailed-oriented, and accurate to assist in running an effective business office environment.

·    Must demonstrate sound judgment in anticipating and solving problems and in dealing with a variety of situations where only limited standardization may exist.

·    Must be able to communicate effectively and to interface with all levels of working personnel and a variety of personalities in a professional manner.

·       Advanced computer skills including the use of word processing, spreadsheet, e-mail, and accounting/finance programs.

·       Excellent oral and written communication (including proofreading).

·       Ability to identify problems, analyze situations, develop potential solutions and work with various personnel to reach a consensus.

·       Demonstrated leadership, managerial, interpersonal, communication and presentation skills.

·       Commitment to collaboration and flexibility supporting the continuous improvement work of the District.

REQUIREMENTS:

·       Bachelor's degree in Accounting, Public Administration or other related field from an accredited educational institution.

·    Licensed or ability to be licensed as a School Business Administrator by the Massachusetts Department of Elementary & Secondary Education within the first year of employment.

·       Five or more years of experience utilizing accounting practices, business finance, data compilation and analysis, and record maintenance.

·       Experience in education finance is preferred.

·       Bi-lingual preferred.

SALARY RANGE: $120K to $138K
